Kia ora tātou katoa.  Greetings to everyone gathered here this morning.

We come together this year on the 104th anniversary of the Anzacs landing on the Gallipoli Peninsula in 1915 and the close of New Zealand’s Centenary Programme that marks the return journey home. Our thoughts turn to those who didn’t make it back from distant shores to their homes.  To those who kept the homefires burning throughout the Great War . To those who returned to their loved ones traumatised and scared beyond repair from the horrors of war.  To those who would die at home in the aftermath of war.

For the Muslim community that promise of security and safety on our home shores has been severely shaken by the terrible attacks in Christchurch.  Out of the horrific massacre and in the Anzac spirit we have an opportunity to recommit to tolerance, respect and mutual understanding of all people regardless of religion, ethnicity or cultural differences.

Each year we all come together, not to glorify war, but to commemorate New Zealanders, Australians and Pacific peoples who served and died in all wars, conflicts and peacekeeping operations and share the sorrow at the loss and suffering of so many lives in war including those opposing war.   18,000 New Zealanders and  people  from the Pacific Islands didn’t return home from the Great War.  Tragically since, what was meant to be the war to end all wars a further 12,000 men and women have died in conflicts overseas.  We acknowledge those who maintain the security of home, respond in the times of crisis and  and contribute to the strength and resilience of our communities.

I’m really honoured to be invited to speak today on behalf of the Waitematā Local Board.  The Local Board is pleased to be able to support the Grey Lynn RSC’s very special and unique Anzac day parade and service. I give thanks to the Grey Lynn RSC for bringing us all together as a community to remember the lives lost and the huge impact of war on those who served and their families.  Thank you for providing a safe, welcoming and inclusive place.

It highlights that Anzac day is for everyone.  It is our day of national commemoration.  Vice-President Gary and members of the Grey Lynn RSC you are right to feel passionate and proud about the parade and service you host that, as you say, welcomes the whole community including the many children who enjoy attending.

We remember and reflect on ANZAC day together and work to ensure future generations do not face the horror of war. As we remember those who sacrificed their lives and honour those who served.  As we reflect on the divisions of hate, of the lives lost in a places of worship in Christchurch and Sri Lanka may we reconfirm our commitment to peace, justice and democracy.

Ponsonby news update October 2018

On 19 September we celebrated 125 years since New Zealand became the first self-governing country in the world in which all women had the right to vote in parliamentary elections.  Although it wasn’t until 1919 that women were eligible to stand for Parliament and another 40 years before Elizabeth McCombs became Aotearoa’s first elected female member of parliament.

Ellen Melville, the first woman elected on to Auckland City Council in 1913, stood unsuccessfully for parliament in 1919 for the electorate of Grey Lynn. She went on to stand a further six times always polling highly but blocked from achieving her potential by the sexism of the time.   The Ellen Melville Centre in Freyberg Place was erected in memory of her 33-year membership of the Auckland City Council.  To coincide with the one year anniversary of the re-opening of the upgraded Ellen Melville Centre the local board and the Auckland Branch of the National Council of Women recently hosted a morning tea in honour of The Rt Hon Helen Clark who has a room named after her at the Centre. The former Prime Minister continues to be a strong advocate for women’s rights.

I’m grateful for all the women who fought vigorously for the right to vote and for the right to stand for public office. I ultimately owe my career to them. I was first elected on to the Local Board in 2010 on the City Vision ticket but in 2009 I experienced my first taste of political campaigning when I stood unsuccessfully as an independent in the Auckland Energy Consumer Trust election. Now renamed Entrust, the 5 Trustees are elected every three years by the 320,000 Auckland electricity account holders. Entrust owns a 75% share in Vector providing an annual dividend to consumers.  The Entrust election usually goes under the radar resulting in a very low voter turnout. However, what has been described as the “least well-known political soap opera in Auckland” has been blown open.  The C&R trustees, who have held all spots on the Trust for 9 years, are infighting and have dumped long standing Vector chair, Michael Stiassny. There are indications C&R are planning on selling down the Vector shares.  There are serious issues at stake that hopefully will encourage far more electricity account holders to exercise their right to vote even if it does require a trip to a post box!

Pest Free Auckland 2050

As part of Conservation week, Auckland Council recently hosted Pestival 2018 an annual event to showcase community-led conservation and an opportunity to discuss best practice to create predator free environments that encourage the return of native birds.

Broadcaster and Grey Lynn local Jesse Mulligan was MC for the event. He paid tribute to the many volunteers who are working on Pest Free Auckland 2050 initiatives. Jesse is also coordinator of  Predator Free Grey Lynn, a local group that aims to get rid of native bird killers like rats and stoats.  There are other local Predator Free New Zealand groups that can be found on Facebook or via Auckland Council’s website page Pest Free Auckland 2050.

At our monthly board meetings, we are fortunate to welcome a range of presenters to an often lively and interesting public forum.  Our August business meeting was especially well attended with presentations from:

2006 – 2015 Urban Forest Canopy Changes in the Waitematā Local Board area

Last term the board initiated LiDAR (Light Detection and Ranging) mapping to understand changes in the urban tree canopy. It has taken some time for the results to be presented due to a number of technical challenges.  At our August meeting we received the draft ‘Tree loss in the Waitematā Local Board over ten years (2006 – 2015)’ report funded as part of the Waitematā Local Board’s 2017/2018 urban forest framework project

The report highlights that the amount of tree loss in the Waitematā Local Board area 2006-2015 is 61.23 hectares (approximately 17 per cent) and that 65 per cent of the urban forest clearance has occurred on private land. This does not include the growth of new,canopy. Further analysis work is underway and will be the subject of a subsequent report.

A significant part of the tree loss has been caused by the removal by the former central government of Council’s general tree protection rules so we urge the Governing Body to advocate to government to change the law to enable Auckland Council to reintroduce general tree protection rules.

 Western Springs Lakeside Park Development Plan consultation

 A draft park development plan for Western Springs Te Wai Ōrea Lakeside Park was out for consultation until the end of August.

The Board held an open day at the park playground on 18 August (photo right Deputy Chair Shale Chambers and member Adriana Christie with local resident Chuck Joseph).  A number of people gave feedback not just about the park plan but about concerns over current maintenance issues.

I logged these issues and in response received the following updates:

  • Bird numbers no longer managed – unfortunately we missed the opportunity last Spring to train our contractors in conjunction with the Zoo hence the rise in bird numbers this year. We are now working with our contractors and the zoo and will undertake the seasonal addling of the eggs this Spring.
  • Paths no longer swept – all bird poo washed into the Lake – Paths are blown and water blasted once a week and are contractors are aware that bird faeces should not be washing into the lake. We have reiterated this with our contractor and we have increased the frequency of water blasting to 3 x a week as of Tuesday this week.
  • Broken drinking fountains – There are a couple of water fountains that have no active water pipe feeding it due to them being broken by tree roots coming up through the concrete. These have not been working for a number of years and this will be addressed as part of the Western Park project works.
  • Broken toilets at the playground with dirty Portaloo replacements – The zoo is constructing a new administration building on the site of a previous building that has been removed. Unfortunately, when the Zoo staff began work it was discovered that the western spring toilet had been connected to this facilities waste water line. This was unknown to the zoo project team and was not recorded on any plans so reinstatement of the sewer line was included in the design for the new building. Community Facilities are working with the zoo project team and have devised a methodology for a new connection, so we can recommission the toilets. Whilst the work may not be expensive it is complex given the significant amount of volcanic rock and protected trees along the pathway for a new connection.  The new work will require a consent and arborist approval before works can commence. We hope to have the toilets reinstated before the summer season starts.
  • In the interim alternative facilities are provided and these are cleaned twice daily with the expectation this meets the same outcome as permanent toilets by way of cleanliness. If this is found not to be the case a request for service can be called through and our contractor will attend.
  • Broken light in toilet block in park – disconnected due to the works going on at the Zoo.

We also received positive feedback from “Friends of Fukuoka Gardens” community group who have been working directly with contractors to improve maintenance of the Japanese garden.

It is proposed that issues such as water quality and bird feeding will be addressed through the plan.

Salisbury Reserve consultation and removal of the Masonic Lodge

Consultation on the two options for opening up the entrance to Salisbury Reserve ended at the end of August.  During the month I met on site with both local residents and representatives of the Herne Bay Residents Association.  I confirmed that the local board doesn’t intend revisiting the decision to remove the Masonic Lodge building for a number of reasons:

  • We don’t have a budget to upgrade it, to cover operational costs nor to pay for a change to the required resource consent (which will be opposed by local residents).
  • There is no evidence of a need for another community facility serving Herne Bay.
  • Current facilities including Leys Institute Hall and the Vermont Centre are not at capacity. I also provided the occupancy stats below of local facilities that directly report to Council.
  • The reserve is not large enough to support two community facilities.
  • There are minimal heritage values associated with the building as it has been through so many alterations.

The standard available hours in 10h/day and the percentages below is based on the standard.

Central City Library opening hours
The board made funding available so the Auckland Central City Library can open for an extra hour on Saturdays and Sundays from September 1. Funding is guaranteed until 30 June 2019.

Transport

John Street, Ponsonby – a trial for a new “healthy streets” approach

As a narrow street and rat run John Street in Ponsonby has suffered from a number of parking, traffic and safety issues going back some time.  The transport portfolio has been following up with a group of residents who would like to be part of the solution.  They are keen for John St to be used to showcase AT’s new approach to safer, healthier streets which are designed for all road users not just cars.

On 18 August I met with residents on the street to discuss potential options. I confirmed that the Local Board is pushing AT to use all the tools available to improve the conditions of John Street. AT is currently preparing a proposal for consultation.

Grey Lynn Parking

The local board passed the following resolution at our business meeting on 21 August in response to the parking concerns that have been raised with us in response to a letter drop to 600 Grey Lynn households opposing a proposed time restricted parking zone.

MOVED by Chairperson P Coom, seconded by Deputy Chairperson S Chambers:

That the Waitematā Local Board:

  1. receive the Auckland Transport August 2018 update report
  2. request Auckland Transport to implement the proposed new Arch Hill and Grey Lynn residential parking zone as soon as reasonably practicable and put on hold the proposed implementation of the time restricted P120 zone that has not been consulted on until after an assessment has been made of the impact of the residential parking zone
  3. request Auckland Transport work with the Grey Lynn Residents Association to identify suitable locations for P120 restrictions.

In response to the resolution AT has confirmed that the RPZ implementation will be brought forward to December and they will put on hold the time restricted parking.  Further details are on the Auckland Transport website.

Waitematā Safer Routes

Concept design for West Lynn, Richmond Road

New designs prepared by Boffa Miskell to fix the issues on the two Waitematā Safer routes were presented to Community Liaison Groups (CLGs) on 5 September.  A few days later the NZ Herald reported that the Grey Lynn cycleway debacle could cost $35m to fix and claimed that the project was for a few “existing cyclists”.   Grey Lynn Business Association co-chair Irene King was reported as saying that preliminary designs as “very, very stunning” with beautiful urban design and landscaping.

There is a lot that Auckland Transport has got wrong with this project and it should have been done correctly first time (I have previously reported on the background and what went wrong) but it is far is more accurate to describe the project as a street upgrade as it covers a safety improvements for everyone, bus stop changes, bus stop changes, traffic lights, parking, stormwater, landscaping and new trees.  Auckland Transport has also confirmed the figure of $35m is incorrect and should not have been presented to the CLG.   The actual projected cost for this project sits between $17m-$22m at present. AT has explained the figure of $35m was an initial costing that had long since been refined but was unfortunately inserted into the presentations to the CLGs and wasn’t caught until it was too late.

Auckland Transport plans to take the proposals out for consultation in Novembers so the wider community can decide what should be prioritised within the available budget.

Road Safety

My latest Ponsonby News column covers the 9th anniversary of speed reduction on Ponsonby Road and the speed bylaw proposals that are shortly to go out for consultation (Attachment 1).  Deaths and Serious injuries (DSi) across Auckland have increased by 67% since 2013.  In Waitematā 77% of all DSi involved vulnerable road users, people walking or cycling. This is the highest percentage among all Local Boards.

I was really pleased to see Auckland Transport’s CEO strong leadership and uncompromising statement on safer speeds in a letter to NZ Herald on 10 September (right).

On 5 September I attended a business strategy workshop in Wellington as a committee member of Trafinz.  The New Zealand Local Authority Traffic Institute or Trafinz represents local authority views on road safety and traffic management in New Zealand. It exists to lobby the government, to influence decision making on road safety and traffic issues. It also acts as a forum for collectively pursuing traffic issues of interest to local authorities, and for sharing information and advice.

Trafinz is actively involved in the development of a new road safety strategy with a Vision Zero target.

It is a great honour to be invited to speak today on behalf of the Waitematā Local Board. I’m joined by newly elected board member Denise Roche.

We all come together this year on the 103rd Anzac day in the final year of the 100th commemoration of the First World War.

I give thanks to the Grey Lynn RSC for bringing us all together as a community to remember the lives lost and the huge impact of war on those who served and their families. I acknowledge the passing of president Rocky and sadly the many other life members who have passed in the last year.  Thank you to the club committee and new generation of members keeping the club going strong as a welcoming, inclusive place. The Local Board is pleased to be able to support your very special and unique Anzac day parade and service.

Of 74,000 New Zealanders who served in World War 1 on the Western Front between August 1914 and November 1918,  nearly 14,000 lost their lives. Those who volunteered for the war effort on behalf for the British Empire included approximately 1000 men from the Pacific Islands, including 500 from the Cook Islands and 150 from Niue.

In April 1918 war raged. Heavy causalities continued until armistice day in November. It is this year that we move from commemorating war towards peace. We look to the journey home, to loved ones keeping the home fires burning, and the difficult time recovering from the terrible effects of war.

I give thanks for the ANZAC spirit of sacrifice, courage, commitment and giving which has seen NZ cope through natural disasters and rise to the challenges of our time. I tautoko the Prime Minister’s call, at a time when risks to global peace and security are growing and the rules-based system is under such pressure, that we must recommit ourselves to the cause of non-proliferation and disarmament, and to the norms and rules which support those endeavours.

We remember and reflect on ANZAC day together and work to ensure future generations do not face the horror of war. As we remember those who sacrificed their lives and honour those who served we recommit to the importance of peace, independence, fairness and freedom.

A positive way forward for the Waitemata Safe Routes projects

This is quite a long read but it responds to a lot of issues currently under review concerning two cycling projects in the Waitematā Local Board area that form part of a package of projects known as Waitemata Safe Routes.  I will keep this post updated as the projects progress.

Since my update below – tabled as part of my monthly Chair’s report – the local board has met with Greg Edmonds, Chief Infrastructure Officer at Auckland Transport, members of his project team, Kathryn King the head of Walking & Cycling and communications and engagement advisers.

At the meeting on 13 December discussed what is currently on hold pending safety and design reviews  and what work is continuing to make the routes safe.  This information has been advised to residents along the routes, the Occupy Garnet Road protest group and is now on the AT website.    We also discussed safety improvements that AT would look to get in place ahead of the school term starting next year such as the crossing points on Surrey Crescent.  As advised by AT there will be further consultation on aspects of the design (including a re-design of the West Lynn shops that will go through a community reference group first).  The exact consultation process is to be discussed further with the board.

Greg outlined a proposed AT process going forward for all cycling projects. The board supported a new process framework being put in place. The AT Executive team will want to know that there is agreement from key stakeholders including the Local Board and the Auckland Design Office overseen by a Project Control Group. If there isn’t agreement the PCG will escalate the project to Greg Edmonds.

At the meeting we didn’t discuss with AT other specific projects but Greg has since confirmed that there are no plans to put a stop or halt to any other cycleway projects and that these are progressing within previously advised timeframes subject to all stakeholders being across these projects (part of this involves AT reviewing feedback the board has previously given to AT)

Waitemata Safe Routes project update:  The “fiasco” of West Lynn

The attached updates (letters to residents that are now on the AT website)  have been sent to Grey Lynn residents by Auckland Transport outlining what work is being completed and what work that has been halted pending a review of two Waitemata Safe Route projects.

The Waitematā Local Board has met with Auckland Transport [the project team] and is actively working on the solutions and an agreed process for further consultation of any proposals that come out of the review.

At the same time I’ve been reflecting on what led to what Simon Wilson from the Spinoff called a “fiasco” and what should have been done differently.    This is both personal and political. I live, hang out and shop in Grey Lynn.  West Lynn is “my” village.  I want the best for the whole of Waitematā, so our different communities feel proud of changes that make it safer and more pleasant to get around.  I also appreciate the importance of bringing people along with the process and listening to a range of views.  As I’ve heard the former Mayor of Copenhagen say “A good city means dialogue and controversy – getting people engaged in their environment and its transformations can only be a good sign of things to come”.

There are two routes currently the subject of intense debate.  Although there are common issues, the projects are distinct, with different issues and responses.  Both routes were consulted on at the same time as part of a package of four routes known as the Waitemata Safe Routes including Great North Road and the Grey Lynn Greenway (now delivered but not without its own controversary on the Grosvenor Street section)

The timing of the consultation on the four routes coinciding with the Local Government election in September 2016 was incredibly ill advised . It was against the wishes of the local board, Councillor Lee and Local board services staff.   Simon Wilson calls it “preposterous” that we didn’t campaign to make it an election issue.  But that’s the whole point – transport consultations shouldn’t become election issues because of the timing of the consultation. We want to hear the feedback from the public first, understand the issues and possible solutions and then provide local board input. This is what is happening right now with the Grey Lynn & Arch Hill Residential Parking Zone consultation.

My involvement in this project goes back to a meeting hosted by Grey Lynn 2030 in 2009 with David Engwicht, known as the inventor of the walking school bus.  (the outcome of that meeting detailed here ) 

A traffic calming group was established to push for the adoption of his “Mental speed bumps” theories of reclaiming the street to slow down vehicles.  In 2010 the group presented to the Western Bays Community Board a survey of local traffic concerns including speed and pedestrian safety detailed here

By the time I was elected in October 2010 and working on the transport portfolio (a position I still hold) it became clear there was range of issues along the entire length of Richmond Road.  For example, the Peel Street and Warnock Street intersections were the subject of regular complaints.  Richmond Road school was battling for a signalized pedestrian crossing.  The intersection of Surrey Crescent and Richmond was “upgraded” by AT in early 2011 but fell short of the board’s request for a design that provided a safe crossing for kids walking to school.

We brought together all the issues in a Richmond Road Safety Action Plan in 2012  (consulted on as part of our Local Board Agreement in 2012 and 2013). The plan requested AT to target the shopping areas and school zones concentrating on pedestrian and cycle safety and traffic calming together with good urban design to provide enhanced overall attractiveness and amenity. (I wrote about this project in an update in Ponsonby News about Richmond Road)

Designs for a cycleway on Richmond Road were first drawn up in 2012/2013 but went on hold until funding became available through the government’s Urban Cycleways Investment Fund.

Issues raised through the basic consultation process (now under review) undertaken by AT last year were relatively minor. The main concern that I took up was the location of the bus stop outside Nature Bay which didn’t seem to be logical.

From the Board’s perspective there was a lot to support about the design –  it could be done with minimal parking loss and included a range of safety improvements with extras like more planting and street furniture.  If anything, the design was criticized for not going far enough to slow the traffic and make cycling safe along the entire length.   Bike Auckland’s feedback asked AT to set up a community reference group to go through the details of the design but this was ignored by AT.

With the benefit of hindsight it perhaps seems obvious that the project should have been approached as a design-led street upgrade (as is happening for the K’rd streetscape upgrade) but there are a range of factors as to why this didn’t happen:

  • The improvements came about as a result of cycle project with additional budget for safety and bus stop changes. If the local board had pushed for a town centre upgrade 2 -3 years ago when the plans were first discussed the whole project would have come to a standstill as there were no funds.
  • The opportunity for the local board to discuss adding to the budget to improve the materiality (such as concrete paths rather than what turned out to be ugly asphalt) was missed because AT didn’t bring the final plans back to the board
  • The feedback we heard didn’t raise issues with the design overall – most agreed it was an improvement. A community reference group or more thorough engagement process would have drilled down on the design far more effectively
  • The silo approach at AT blocks teams working holistically and bringing in an urban designer (this has only happened on projects under immense pressure – for West Lynn there was nothing that signaled a different approach was required)

However the original uproar in West Lynn (from the businesses in particular) was not so much about the design but arose originally from a number of other issues:

  • An engagement process that didn’t bring the design back to the community to explain how the feedback had been taken into account and what was going to go ahead (frustratingly AT only seems to do this where there is strong opposition at the consultation phase)
  • Failure to respond to genuine issues (like the bus stop location)
  • Poor, and at times inconsistent, communication about what was happening and when
  • Approach to the construction and impact of the construction – the contractor advising businesses that the works were possible during the quiet time in January but then AT issued notices to start the work the next day
  • The work was carried as fast as possible, which aimed to minimize the impact, but led to bad quality finishing
  • Mistakes made with the plans and construction (the sloping foot path outside Dear Reader is clearly a big mistake)

A wider review of the whole Richmond Road route is now underway but for West Lynn shops many of the issues (first identified on a site visit I did with AT three weeks ago  [17 November]) are already in the process of being resolved.  The parking has changed but once marked out there is likely to be just as much parking serving the shops as prior to the construction (it has been incorrectly reported that all the parking has been removed outside Harvest).

The business association has been incredibly pro-active working with Auckland Transport and bringing all the businesses together to a launch a “West Lynn Shops” campaign- “Good bye roadworks.  Hello pathways, cycleways and parking!”

Surrey Crescent to Garnet Road (Route 1)

Like Richmond Road this route has been on the Auckland Cycle network for almost two decades. It also received funding from the Urban Cycleways Fund.

Auckland Transport consulted on two options. One option of a cycleway on the road requiring the removal of 40% of the parking and another option using the berm for the cycleway.    Feedback was very mixed.   The local board opposed both options and asked Auckland Transport to re-consult on a new design using the carriageway.   This was rejected on the basis of cost.

I give some credit to the protest group [Occupy Garnet Road] for stopping the construction of this cycleway and forcing Auckland Transport to review the design of the entire route  [the group were first informed on 23 November that they had achieved their original objective of halting the Surrey Cres/Garnet Road and Richmond Rd projects pending a review but as of 16 December continue their “occupation” with a range of demands including a halt to all Auckland cycleway projects]

The Board passed the following resolution at our November Board meeting [on 21 November] and the next day I joined a meeting with Auckland Transport and the group made up of local residents, Urban Tree Alliance representatives and protestors at the Old Mill Road/Motions Road intersection[Occupy Garnet Road Group].

Resolution

That the Board b) confirms its feedback in November 2016 to Auckland Transport on Route 1: Surrey Crescent to Garnet Road cycleway opposing both options consulted on by Auckland Transport and the board’s request to Auckland Transport to consider a new option using the road space with opportunities for new landscaping and sufficient parking and confirms its request to Auckland Transport to re-consult with the community on a new option

  1. c) Notes Auckland Transport has advised that of the 164 trees along Route 1 18 trees are being removed of which 15 are exotics and 3 native – 3 of the exotics are dead. 6 of the native trees are being transplanted and 36 trees are to be planted with a net gain of 18 trees
  2. d) Requests Auckland Transport halt the removal of trees, transplanting of trees or planting of new trees along Route 1 until the public is informed of the arborist report and provided information about how Auckland Transport is ensuring a best practice approach to tree planting and maintenance
  3. d) Requests Auckland Transport organise a public meeting to provide a project update and an opportunity to address all community concerns with the design of Route 1

 Next steps

As confirmed above Auckland Transport has advised residents as to what work will be completed to be made safe and what is on hold pending a wider review.   Community Reference Groups will be set up for West Lynn and the wider Safer Routes project.  In collaboration with the West Lynn group (led by the GLBA co-chair) work is already underway to address immediate issues in West Lynn.  Boffa Miskell have been appointed to lead the review of the design of the village area. A silver lining from the “fiasco” is that it has brought the community together and will result in far more investment in West Lynn than was originally planned.   AT has offered a procedure for making a loss of business claim for the businesses impacted by the construction.

It is positive that Auckland Transport has committed to a new transparent, cooperative approach involving the local board that we expect to extend to all our projects.  In the longer term we are seeing the start of a shake up at Auckland Transport that has already been signaled with the arrival of a new CEO.    Since the beginning of the super city AT has far too often ignored local board priorities (the legislation requires AT to take account of local board plans – but this often doesn’t happen) and “wins” have required unnecessarily hard-fought battles by the local board and community.

The Board has been incredibly effective at achieving better outcomes than what was originally on offer (such as the Ponsonby Pedestrian Improvements Project, Franklin Road upgrade and the Teed St upgrade) but too often this has been despite AT.   I’m looking forward to a new dynamic and AT acceptance that local boards are responsible for place making. In the meantime, the Waitemata Safe Routes projects shows the board (and me in particular as transport lead) needs to be constantly vigilant and challenge AT processes and projects at every step of the way.

I am also hopeful that following AT’s review of the current Grey Lynn projects we can look forward to greatly improved urban design, the function of placemaking firmly in the control local boards and the continued delivery of good quality, cycleways and safer streets that benefit the whole community.

Grey Lynn Greenway opening

On 2 June we opened the Grey Lynn Greenway with the Mayor Phil Goff and Auckland Transport.  Wayne Donnelly,  Deputy Chair of the AT Board was MC for the speeches.  Here is my speech on behalf of the Waitematā Local Board

As the heart of Tāmaki Makaurau we’re really fortunate to attend and host many openings of new and upgraded community assets.  The Grey Lynn Greenway is one that I have been especially looking forward to and feel very fortunate to be opening as Chair of the Local Board.  Thank you to everyone who has come along this afternoon.  I’m joined by my local board colleagues Adriana Christie, Rob Thomas and Shale Chambers . We’re fortunate Mayor Phil has had a lot of practice lately for opening new pathways and is able to join us.     I’d especially like to acknowledge former board member Christopher Dempsey who is here to celebrate with us (Tricia Reade sends her apologies).

When I am out and about one of the positive comments I hear the most from locals is how much they enjoying the walking and cycling improvements in our area.  There is a tremendous desire to be able to jump on bikes at any age for local trips or recreational rides.

When I moved into this area over 10 years ago with my partner Paul (here with Bike Grey Lynn) we bought bikes to get around.  Like most people cycling back then we were shocked at the hostile road environment and the lack of cycling facilities.  At the same time there seemed to be some really obvious “quick wins” to make walking and cycling far more pleasant.  Paul first suggested to me the idea of a “Greenlink” connecting Grey Lynn Park with Coxs Bay. This was on a wave of hearing about Bicycle boulevards and greenways transforming neighbourhoods overseas.   I am sure many people had similar ideas at the time as an extension to the existing walking connection established by the Western Bays Community Board  (Graeme Easte just called from Whangerei to give his apologies – probably just as well he is not here as I’m sure he’d tell me I have the history of this route wrong!)

The super city finally provided the opportunity to tackle some of those so called quick wins in Waitematā.  The Greenlink idea was embraced by the first Waitematā Local Board supporting a network connections linking our green spaces and reserves that then became a real project with a Waitematā Greenways Plan approved in 2013  – the second local board to complete a plan after Puketāpapa.

The Grey Lynn Greenway has been built in stages as funds have allowed.  The boardwalk in Coxs Bay was rebuilt and paths widenedin 2014 .  Widened paths in Hakanoa Reserve and Grey Lynn Park were completed last year.  The on road sections finally got the green light with a funding contribution from the Urban Cycling Investment fund.   We now have a complete, attractive off road route from West End Road to Williamson Ave through our beautiful parks.   It opens up connections to sports facilities, schools, local shops and will link into the network of safe routes about to get underway on Great North Road, Richmond Road and Surrey Cres.   And of course a connection to the new Grey Lynn pump track  (great to see Scott here who has been instrumental in that project). We fortunate that the community has got behind the Grey Lynn pump track and the pollinator path planting that will further enhance to the greenway.  We’re already hearing about the wider mobility and accessibility benefits of the Greenway.  A bike school bus has started from Grey Lynn School and wheelchair users are able to easily cross Richmond Road for the first time on the new crossing.

There are still things to get right and we’ve heard AT acknowledge the design and consultation issues on one section.  Auckland Council also has a path section in Coxs Bay to finish off that got held up by the  resource consent.  I’m confident that we’ll work through these issues with AT and the community so that everyone can enjoy and benefit from a new community asset.

We’re also looking forward to working with AT on our next Greenway project to open up the old Parnell train tunnel – but more of that another day!

Monthly Board report July 2016

This report covers my Waitematā Local Board activities from 1 June to 10 July 2016 as Deputy Chair, lead for the Community and Transport portfolios, and Chair of the Grants Committee, and with positions on the Ponsonby Business Association Board and Ponsonby Community Centre Committee and Board liaison for the Parnell Community Centre.

I was also acting chair for the week of 27 June when I attended the Local Chair’s Forum and the Auckland City Centre Advisory Board meeting.

City Rail Link Ground breaking

 On Thursday 2 June Mayor Len Brown, Auckland Transport chairman Dr Lester Levy, Prime Minister John Key and Minister of Transport Simon Bridges officially marked the start of the construction for the City Rail Link.  It was an explosive ground breaking event with special cupcakes and a fantastic flash mob dance sequence involving many of the CRL workers. More importantly it was an opportunity to acknowledge Mayor Len’s role (and the many people who supported him such as Cr Mike Lee) in pushing ahead with this vital transport project that has been 93 years in the making.

Support for Auckland Transport to develop a Street Tree Planting Policy

MOVED by Deputy Chairperson PJ Coom, seconded by Member CP Dempsey

That the Waitematā Local Board:

i) notes the benefits of urban street trees and the Auckland Plan, City Centre Master Plan and Waitematā Local Board Plan 2014 commitment to plant street trees;

ii) requests Auckland Transport in association with Auckland Council Parks develop:

a) A street tree planting policy; and

b) A strategy to meet the City Centre Masterplan street tree target of a 25% increase by 2021;

iii) requests Auckland Transport allocate budget (capex and opex) for funding new street trees as part of streetscape projects and footpath renewals;

iv) requests that this Notice of Motion is circulated to all Local Boards, the Parks, Recreation and Sports Committee, Auckland Development Committee, Auckland Transport Board and Chief Executive and Auckland Council Policy and Bylaws team

Hakanoa Street, Grey Lynn kerbingHakanoa Street footpaths and kerbing

I’ve been following up on the concerns residents have raised about the kerb and channelling work currently underway by Auckland Transport’s contractors that involves removing the blue stone kerbing.

Auckland Transport has responded that:

the kerbs are being removed in places due to the disruptions of the tree roots, the tree roots are then unable to be cover over (as per the arborists direction)  therefore AT is unable to replace like for like and has to put in concrete and pointing of which is coloured, this does give a piece meal effect/look but as we are not able to replace with any kerb type i.e. (blue stone ) our hands are tied

 The only way to replace blue stone kerbing over tree roots is by putting in a bigger lintel over the roots, unfortunately the arborists has said we are not allow to do so in some places where the kerb is not replaced and there appears to be no trees, this is because there is 3 applications from residents for vehicle crossings

 Due to the nature of the tree roots AT accepts that we will have on going issues with this street and will return regularly to try to fix

However the road appears to have been widened thereby pushing the kerb closer to the tree roots.  There appears to be a mismatch of concrete and blue stone in big sections between trees not just around the trunk of the tree (as in the photo above). Large areas of blue stone kerbing stones appear to have disappeared without justification when similar streets have retained the traditional kerbing as part of an upgrade (eg Selbourne Street).  The works have also resulted in damage to house frontages.  I will continue to work on this with the residents until we receive a satisfactory response from Auckland Transport.

5. Hakanoa Reserve entrance from Hakanoa StA further issue I am following up is the continuation of the kerbing work despite plans for on road greenway works at the exit of Hakanoa Reserve (photo above) and planned pedestrian/cycleway improvements at the intersection with Richmond Road.

Auckland Transport has not explained the duplication of works and the additional costs.

 Renaming lower Khartoum Place

 Consultation on the renaming of lower Khartoum Place with a suitable name associated with women’s suffrage, and in recognition of the Women’s Suffrage Centenary Memorial 1893-1993 ‘Women Achieve the Vote’ ended on 25 May.

From the 137 submissions there was strong support for the name change.  Details of the feedback and a decision making report are on the Board’s agenda this month.   It is looking positive that we will be a position to change the name in time for Suffrage Day in September.

The future of St Columba Church & parish

St Columba church, Grey Lynn I have been following events at St Columba in Grey Lynn and attended two community hui held during June to discuss the future of the parish.

Following financial difficulties last year the Anglican Diocese commissioned a report to consider the options available to the parish.   The report concluded with three redevelopment options that all involved demolishing the church and facilities on the site including the hall, community garden and labyrinth. This led a campaign to save St Columba involving the wider community.

 On 1 July the following statement was issued by the the Anglican Bishops of Auckland and the Vicar of St Columba Grey Lynn.

Conversations are underway to assist the Parish of St Columba Grey Lynn to address some significant challenges that have developed over a long period of time.

 Those challenges are related to finance and the ongoing costs of providing ministry in the community. They include the maintenance of buildings.

 The Bishops and the diocesan leadership are working closely with the Vicar and the people of the Parish to seek a long-term solution.

 The Diocese continues to have a commitment to the community of Grey Lynn. That commitment is being indicated in conversations that included a visit to the parish last weekend. The Diocese and the Parish are grateful for the support of the wider community.

Further conversations are anticipated with no decisions made at this point.

 The Bishops and the Vicar will be able to comment further once there is a decision to announce

Waitematā Local Board Community Grants

 The final Grants Committee was held on June to consider applications to the fourth and final round of the grants fund for 15/16. A total of $38,613.00 was available to distribute. The committee approved grants totally $29,791.00 to a range of community groups and organisations.

 Waipapa planting day June 2016 Hugh and LukeAnnual planting day along the banks of the Waipapa Stream in Parnell was attended by Councillor Mike Lee, representatives from the Waitemata Local Board, Parnell Heritage, Parnell Community Committee, and local neighbours. It is great to see the many years of volunteer labour to re-habilitate the stream is paying off.

Mary Stewart, Senior Biosecurity Advisor, who has been coordinating the planting,is looking to work with Parnell Heritage and the Parnell Community Committee to engage with the surrounding residents to encourage best environmental practices nearby.  The stream has greatly improved  but practices continue that threaten the area (such as growing plants that are weeds in the apartments that are dropping into the stream and naturalising, dumping of garden waste, plant tags, pots, trimmings, old plants, dumping of rubbish and liquids (killing off plants) using driveway cleaners that kill trees).

 Ponsonby Road Pedestrian Experience

Lincoln Street side street render In the July Our Auckland Waitematā Local Board members feature in a story regarding the Board funded project to create a safe and consistent pedestrian experience along Ponsonsby Road between Franklin Road and Williamson Ave (the project was consulted on in November 2015). As mentioned in the article the work was meant to have started in June.

Unfortunately Auckland Transport missed the construction deadline for the works on Lincoln and Collingwood Streets in the last financial year and now has a budget shortfall. We are working through the budget details with Auckland Transport and the consultation process to get the feedback on intersection furniture layouts, materials, and street furniture.

It is now expected that the construction will start late August/early September 2016.

 Berm planting guidelines

 The mystery of Auckland Transport’s berm planting guidelines continues. I’ve given regular updates in my report regarding progress on guidelines that were promised by Easter.

A resident was recently advised the following after she complained about the destruction of her berm garden.

In Central, we mow all berms if they exceed or are approaching a height of 200mm. Our mowing operators work in tandem, with the bulk of the berm mown with a ride-on mower, and then followed up shortly afterwards with weed-eaters to remove encroaching grasses from the edge of footpaths and the kerbside, and around trees and poles which the ride-on mowers cannot reach.  Given the large number of berms to be mown across the city this actually provides better value for ratepayers than the stop-start method of one operator undertaking both activities.

Auckland Transport offered to put her on a no mow register which defeated the point as she had only grown a berm garden after being told she was responsible for it as she wasn’t physically able to mow the verge herself. The resident is now happy for AT to mow her berm again.

On Friday 8 July the Minister of Transport, Hon Simon Bridges and Auckland Mayor Len Brown officially opened the Quay St protected cycleway on Auckland’s busiest cycle route.

At the time of writing my report the cycleway was still closed but attracting large numbers on a sunny weekend.  With the Quay Street Cycleway another gap is connected in the central city cycle network.

 With Auckland growing at a rate of 896 people a week how can everyone be guaranteed a home, either to buy or rent? Auckland clearly needs new housing options so the economic benefits of growth can be shared by all as we establish our place among the world’s most successful cities.

An excellent discussion about the current Auckland Housing crisis and what is needed to fix it. One big take away pushed by Bernard Hickey  is that young people need to vote in the Local Government Election in September.

Monthly Board report February 2016

This is my first report for 2016 covering updates from December 2015 and January 2016.

Highlights

City of cycles

The opening of Lightpath and the Nelson St cycleway on 3 December by Hon Simon Bridges marked the beginning of a fantastic summer of cycling for Auckland.  There has been a 20 percent increase in cycling in December 2015 compared to 2014 thanks to the expanding network of safe cycleways.

cycleway-opening-ceremony_500x620Lightpath is now the second busiest route with an average of 936 cycle trips per day (pedestrian numbers have yet to be made available but it is also proving to be extremely popular for walkers, runners and skateboarders).

Although Nelson St cycleway has been a big success (and Lightpath is guaranteed to be an award winner) we have been concerned about poor connections and lack of wayfinding to the route. At our December board meeting we passed the following resolutions detailed here.

As at 2 February NZTA has advised that the work around Mercury Lane and Canada Street is being reviewed as part of the final safety audit which is due to be concluded imminently with remediation work to follow.

 Love to Ride – Auckland Bike Challenge

 I’ve signed up the Waitematā Local Board to the Auckland Bike Challenge through the Love to Ride website. Over February we are going to aim for every member of the local board and all our local board services team to give cycling a go at least once.

 City Rail Link announcement

 CRL BlessingThe Waitematā Local Board has consistently supported the City Rail Link as we understand that it is critical to the development of an integrated, efficient transport system in Auckland.  It was therefore a pleasure to mark two significant CRL milestones.

First on 21st December I attended with Christopher Dempsey on behalf of the Board the dawn blessing for the start of the CRL works (photo right).

On 27 January I joined MP Julie Anne Genter, supporters and board members for a celebration to mark the government’s announcement on CRL celebration at the Greens Officethe CRL funding. This commitment is long overdue but it is good to see the government finally respond to the overwhelming evidence that the CRL is essential to Auckland.

Congratulations to everyone who championed the CRL project and in particular the Mayor who made it his number one priority.

New Network consultation  

In January I worked on the Board’s feedback on Auckland Transport’s proposed New Network for Auckland’s Central Suburbs following the public consultation process that ran from 1 October until 10 December 2015.

The Board’s feedback is attached to the agenda.

Taxi trial on Grafton bridge

 The Board welcomed the news that Auckland Transport proposes an early end to the Grafton bridge taxi trial. We originally opposed the introduction of the trial.

 From AT’s monitoring data it appears that the introduction of taxis to the bridge had a more than minor effect as outlined in the pre-trial monitoring methodology.  The two main areas of concern are; failure to adhere to the 30km/h speed limit and, the number of recorded instances of taxis overtaking cyclists on the bridge.

We agreed with this assessment (which supported our own experience of taxis and unauthorised drivers using Grafton Bridge) and the recommendation to the Traffic Control Committee (TCC) for the trial to be stopped and for the special vehicle lane to be returned to a bus lane.

Franklin Road

franklin-road-revised-option-1-october-2015I am the Board’s representative on the Community Liaison Group for the upgrade of Franklin Road.

In December, following further public engagement and peer review of the options, Auckland Transport announced the preferred design option.

The key reasons given for selecting option 1 as preferred option are:

  • It balances the needs of all road users taking into account feedback from stakeholders.
  • It retains the flush median which is used predominantly by vehicles for right turn movements into side street.
  • It retains parking between trees.
  • It provides for confident cyclists.
  • It’s considered an appropriate facility for the steep gradient of Franklin Road.
  • There is good separation between cyclists and vehicles reversing from driveways.
  • It is supported by an independent peer reviewer.

Option 1 will now progress to the detailed design stage with a draft design expected in March 2016. This will include further consideration of the treatment of the Wellington Street intersection and side road intersections, and the location and design of pedestrian crossing facilities.

Physical works on stage one are due to commence in March 2016 and implementation of the residents parking zone in April. It is great to see this project moving forward after a long campaign by the Board and local residents.

 Unitary Plan

I have been following the Unitary Plan debate closely and how it impacts on our communities even though planning sits outside my portfolios.

On 25th January I attended with the Chair the Grey Lynn Residents Association information evening. At least 40 people came along to Grey Lynn RSC to hear about the latest zone changes.

What is of most of concern is the out of scope upzoning that is currently proposed by Auckland Council. This has involved unilateral changes to zoning without the ability of people to have any input. It is likely that not all the zoning changes will be opposed where it has been done to correct anomalies or where there may be support for more intensification particularly on transport routes (one of the rationales for the upzoning).

However current opposition to the proposals is not a NIMBY response (as is often portrayed of the oppostion) but an objection to the process. As the Shale Chambers said at the meeting it is a “procedural abomination” that the usual rules of natural justice and the democratic process have not been applied to the up-zoning proposals.

Another aspect of the Unitary Plan process that was mentioned at the meeting is how draining it has been on community groups. The Grey Lynn Residents Association is one of the few voluntary groups that are still managing to be part of the hearing process.

The Auckland Anniversary long weekend provided a smorgasbord of amazing events. I enjoyed checking out the Waitemata Local Board sponsored International buskers festival, Ports of Auckland hosted See Port, and the new Tamaki Herenga Waka Festival in the Cloud as well as taking visitors on a bike ride along the waterfront.

It was just really disappointing to hear that so many people were let down by public transport over the weekend. Member Christopher Dempsey is following this up with Auckland Transport as there is no excuse for not being able to plan for the huge crowds that are now attracted to the city centre to celebrate Auckland’s anniversary.

I was fortunate to attend a number of events in December in the lead up to the holiday break (including the Franklin Road lights, West Lynn Street party, Grey Lynn 2030 Christmas lunch, Ponsonby Business Association breakfast). I was particularly grateful for the invite extended to all elected representatives to attend a settlement waananga and Christmas lunch at Umupuia Marae on 11 December. It was a very special day learning about the history of Ngai Tai Ki Tamaki and their recent settlement with the Crown.

Thank you for coming along today and for your support of the market.

The last year has been defined by an unwanted Australian visitor! The fruitfly crisis hit in February and it has been particularly challenging for the market. It certainly had an impact on stallholders and kept customers from outside the zone away. Fortunately Louise, the market manager at the time capably leapt into response mode (even while away on holiday) to ensure the market was able to keep operating and compliant with a host of new rules and regular inspections.  It is not over yet but hopefully the worst is behind us and we can look forward to returning back to “normal” this summer – although it is hard to say what normal is for the market as there is never a dull moment.

The crisis highlighted that we continue to be in a precarious financial position running a community owned market on limited reserves but also that we are fortunate to have many supporters who want to see the market continue to thrive and are willing to rally around.

The big responsibility for ensuring the market opens each week falls on the market manager. In my 5 years as chair I’ve never received an emergency Sunday morning call – there has always been someone dependable to open up (we’ve only had the fire brigade show up once!). The market has been really fortunate to always have a capable & talented manager in the role (I don’t think anything can really prepare a new manager for what is involved in running the market!)

I’d like to acknowledge Louise who was manager until May and as mentioned did an amazing job coping with the fruitfly crisis. Louise brought new stalls to the market, organised Flowersworkshops, started the Ponsonby news column profiling stallholders and expanded our profile on social media.  We’re very fortunate that Frances, a Grey Lynner was able to take over as manager from Louise in June.   I thank them both for the smooth transition and the dedication and skills they brought and bring to the role.

Frances will be reporting on the operations over the last year so I would like concentrate on the many acknowledgements.

Supporting Frances in her role is long serving and super reliable Callum now in his 4th year with the market. Callum has back up from brother Oliver and until  recently Barbara Folkard, committee member was filling in on the last Sunday of the month.

I’ve been fortunate to work with a really positive, fantastic committee members over the last 5 years. More recently Susanna (who has had the latest market baby), Caroline (left during the year after many years supporting the market including a big donation at a critical time), Donald ( Treasurer for many years who more recently has been providing amazing accountantancy support), Louise Plastic free GLFMand Charlotte both previous managers bring their considerable talents to the committee, June (our newest committee member), Nico, (who resigned a couple of months ago), Javier (always there for Grey Lynn and the Market), Rebekah (long serving stallholder rep) and Maggie (longest serving committee member who has provided huge amounts of support for the Chair’s role).

All committee members are passionately committed to our core aim of providing fresh, local produce for our community and our principles such as a commitment to sustainablilty and ethical produce that keep us on course and are our point of difference.  Many thanks to the committee past and present. I feel incredibly fortunate to have worked with you all.

After 5 years – that started with Anthea Oglivie twisting my arm to join the committee – I feel the time has come to step down as chair and from the committee.

There have definitely been many highlights including seeing the market grow into a place that locals want to come each week;  our commitment to keep it authentic; meeting and working with great people;  seeing the market being an incubator for new enterprises – for example Olive & Poppy, Carew Kitchen, Paradise Lost Flowers – started out on the community trading table and is now a business.  Personal highlight was being awarded the SBN Sustainability Champion award in 2011 (thanks to Anthea who put in the nomination on behalf of the market)

However there is still unfinished business. There is always more to do for example signage and labelling; building up a bigger pot of reserves (we are not for profit but that doesn’t mean we can’t make profit);  moving from fire fighting to really reach the full potential of the market.  I think fresh leadership is now needed to take the market forward.

As I like to do every year I would like to end by acknowledging the “founders”. Those members of our community who decided in late 2008, at one of the first GL2030 meetings, that Grey Lynn needed a farmers market with a vision of providing the community with access to fresh, local produce in a unique, vibrant inner-city location.

I wish the new committee all the best for the future .  Thank you for your support in continuing the vision of our founders.

Grey Lynn Transport project

Economic benefits from transport choice and people focused planning

Grey Lynn shopsIncreasing investment in public transport, public spaces and cycling has ignited debate across Auckland, especially in central areas, about the impact on retailers who fear losing car parking and customers. A proposed Grey Lynn transport project reported on in Ponsonby News by John Elliott over the last few months draws out many of the themes of the wider debate. It also highlights that the benefits to be realised from transport choice and people- focused planning needs to be clear if the changes coming are going to be embraced by everyone.

Earlier in the year when Auckland Transport first proposed bus safety improvements at the Grey Lynn shops resulting in the removal of car parking on Great North Rd it was not surprising that local retailers campaigned for a rethink.  There were genuine practical concerns like the need for loading zones but also a perception, shared by John who enjoys driving to the shops, that currently there are “very few car parks”. The Waitematā Local Board asked Auckland Transport to bring data to the table so we could review any proposal based on facts.

Grey Lynn parking surveyA parking occupancy survey of the 214 on- street car parks surrounding the shopping area found an average 40% vacancy rate.  Only 10% of spaces are used by people who park in the town centre and take the bus. Another survey found that the majority of shoppers arrive other than in a private car and that the time and money spent in the shopping area was similar for all modes of transport.

Grey Lynn plan proposalA Grey Lynn plan developed by the Grey Lynn Business Association a few years ago in consultation with the community looked to image the future design of the shopping precinct. It includes measures to slow the traffic, and provide more pedestrian links, new crossing points, and more trees. The plan is backed up by results from Auckland and overseas that pedestrian and “people-focused” improvements can boost local economic activity.

Auckland Transport now say they have taken into account the Grey Lynn plan, feedback and the surveys to come up with a much more off street car parking in Grey Lynncomprehensive approach. My initial view is that new proposals connecting to other future developments like new cycleways, gateway treatments and new bus routes (as well as working with landlords to make the large amounts of off- street parking tucked behind the shops more accessible) have the potential to be positive for retailers, shoppers and the local community.  However it is too soon to reach any conclusions until Auckland Transport’s consultation has been completed.

Ultimately we need to make sure it is good for business when we look after the local people who are choosing to leave the car at home as much as we do the drivers. And motorists like John need to keep feeling welcome to drive to the shops – fortunately when visiting Grey Lynn a car park is pretty much guaranteed!

This report covers my Waitematā Local Board activities during November 2014 as Deputy Chair, lead for the Community and Transport portfolios, Chair of the Grants Committee, Deputy Chair of the Central Joint Funding Committee and with positions on the Ponsonby Business Association and Ponsonby Community Centre Committee.

I was acting chair for the week of 17th November.

This is my final report for 2014 and also brings to an end the first year of this term of Auckland Council.

Recommended resolution:

a)     That the report be received.

b)     That the Waitemata Local Board

i) Supports encouraging and enabling community use of berms as much as practicable

ii) Supports the development of berm-planting guidelines, which would include:

  •    Benefits of appropriate berm planting
  •    Safe depths to dig to
  •    Ideal plants in a number of categories – natives, food, trees
  •    Maintenance expectations, including in regard to safety eg height
  • Role of Local Boards in acting as a key conduit for Auckland Transport to have community relationships around berm planting
  • Working with neighbours

iii) Requests Auckland Transport develop berm planting guidelines in conjunction with Local Boards

iv)  Requests Auckland Transport report on progress to the Board’s February meeting.

Parking – Amendment to Road Users Rules to allow residents to park over their own driveways

At the Waitematā Local Board November meeting Trevor Lund, a member of the Freemans Bay Residents Association, presented in public forum seeking a letter of support from the Board requesting NZTA amend clause 6.9 of the Road Users Rule to allow Road Controlling Authorities (in this case Auckland Transport) to exempt residents with a permit, and allow them to park across their own driveways (parallel to the kerb, not over the footpath).

The proposal has the potential to create additional parking spaces in areas where there is high demand for on-road parking. In the response to Mr Lund’s presentation the Board passed the following resolution.

  1. a)      That Trevor Lund be thanked for his attendance and presentation to the Board.
  2. b)      That the proposal be referred to Auckland Transport and the Transport portfolio holders for further consideration and that this be reported back to the Board meeting on 8 December 2014

Parking on Garnet RoadThe proposal was discussed at the transport portfolio monthly catch up on 26 November.  We considered the benefits of the proposal for areas like Freemans Bay where on street parking is at capacity due to all day commuter parking.  We noted a number of points

  •  Currently where a resident parks across their driveway (parallel to the kerb or facing the driveway as in the photo right but not over the footpath) Auckland Transport will not enforce the rule unless there is a complaint.   The rule gives Auckland Transport the ability to act where there is a dispute over access or safety issues.
  •  There are benefits to all residents of keeping driveways clear for example driveways provide safer crossing points for pedestrians particularly with pushchairs. A  street with no gaps in the on- street parking could also create hazards for wheelchair users and mobility scooters.
  • The resident parking zone that Auckland Transport is going to consult on early next year is intended alleviate much of the parking pressure on Freemans Bay.
  •  Many residents may wish to see occupancy rates reduce on residential streets once the parking zone is installed and not wish to encourage additional parking across driveways.
  • There are administrative issues for Auckland Transport to consider for example how to identify the legitimate home owner’s car and how to enforce complaints. There are also costs associated with a permit scheme (and residents may query why a permit should be necessary for an activity that is currently “permitted”).

Overall the transport portfolio concluded that while we wish to support proposals that will address the very serious parking issues currently experienced in Freemans Bay we think there are a number of down-sides to a rule change.  Also in practice it is likely to make very little difference to the parking available because residents already park across their own driveways when necessary.

However we will continue to discuss the options with the Freemans Bay Residents Association and Auckland Transport and support Auckland Transport undertaking a trial of the proposal. We also recommend the Board re-consider providing a letter of support to NZTA once the residents parking zone has been implemented and the impact assessed.

Notice of Requirement hearing – removal of 6 mature pohutukawa trees on Great North Road

I attended the Notice of Requirement hearing on 5 and 6 November in support of the Board’s objection to Auckland Transport’s proposal to remove 6 mature Pohutukawa trees on Great North Road. The Board’s lawyer Nick Whittington did a fantastic job at the hearing arguing that the adverse impact of removing the trees on GNR would be “significant” and “enduring” and outlined why Auckland Transport evidence was  “back-filling, self-serving and cursory”.  We have asked AT to consider an alternative option (referred to in the hearing as option 6).

Disappointingly Auckland Transport has stuck to their position that there is no alternative but to remove these notable trees (probably planted on Arbor Day in 1934) for road widening to provide for two lanes turning from Great North Road on to a new St Lukes bridge.   At the hearing AT represented their proposed planting plan to replace the trees. An aspect of the hearing that was particularly preposterous was the 54 submissions out of 64  that all had wrong submission numbers were found to be “invalid” due to clerical error.  One submitter Jolisa Gracewood has written here about the experience of being so terribly let down by the process.

Fortunately she still chose to speak and put forward her very well considered points, as she said “Auckland Transport’s plan prioritises car movement at all costs: no creative thought for how to safely move everyone else”

The Commissioners are due to release their decision on 17 December.

Cycling improvements

Great North Road feeder lane before afterI was really thrilled to see the greening of new feeder lanes on Great North Road and K’rd at the end of November. As previously reported the issues with the Great North Road intersection were logged with Auckland Transport four years ago (one of the first safety issues I raised with AT after first getting elected). Due to the narrow lanes cyclists were forced to either navigate 3 lanes of traffic or mount the kerb to avoid getting squashed by buses and cars. AT’s original response was to say the feeder was not possible without the widening of the road by removing heritage buildings. Fortunately after persistent advocacy from the Board and Cycle Action Auckland someone clever at AT got on to the job earlier this year and came up with a solution not only on the Great North Road side of the intersection but also the K’rd approach (feeder lanes for the Ponsonby Road and Newton Road sections are also about to be installed)

A monthly update with Auckland Transport took place on 26 November.  Current issues are reported back monthly by Auckland Transport on our public agenda including the details of the consultation undertaken with the Transport portfolio on behalf of the Board.

Berm planting guidelines

Hepburn StreetIn July 2013 Auckland Transport standardised the urban berm moving service so that generally all owners and occupiers adjacent to road side grass verges (berms) are responsible for maintenance. Auckland Transport has provided various exceptions such as on road corridors through town centres and on steep sections.

Following an increase in residents informally planting on the berms Auckland Transport undertook in February 2014 to draft guidelines. These guidelines have not yet been forthcoming, even in draft form, although the Community Placemaking Champions group of Local Board members (of which I am a member)  was recently briefed that “private” berm guidelines will be released for consultation in 2015.  “Private” applies to people who wish to plant a berm that is adjacent to their existing property, and will not cover community groups or gardening collectives who may wish to plant on berms.

The champions group has recognised that the guidelines provide an opportunity to support the “placemaking” function of berms and to foster the many benefits.   For example – litter reduction, storm water management, streetscape amenity values, community development and the promotion of bio-diversity.  Guidelines can provide a best practice framework for street planting while minimising the impact on the road corridor. For example the City of Sydney Footpath Gardening Policy  allows residents and businesses to put planter boxes on the footpath and/or carry out gardening on footpath verges outside their properties under certain conditions.

Auckland Transport’s approach to the guidelines (including advice currently on AT’s website which incorrectly states berm planting is prohibited) suggests that the draft guidelines are not being approached from a placemaking perspective but mainly to identify what is not allowed in the road corridor for safety reasons.

Local Boards are best placed to develop the guidelines with Auckland Transport and to assist with the smooth implementation.  I therefore recommend that the Board confirms support for encouraging and enabling community use of berms as much as practicable and directs Auckland Transport to develop appropriate guidelines in conjunction with Local Boards.

Community grants

The Community Grants Committee met in November to consider applications to the second round.  We received applications totalling $$104,731 from the available $$69,153.

The committee’s recommendations are on the December agenda. Applications to the third and final community grant round for 14/15 can be made until 6 March 2015 (for a decision in April).

I also attended the Central Joint Funding Committee Meeting on 28 November to consider applications to Round 1 Auckland City Cultural Heritage Fund. We confirmed funding for 5 projects totally $23,322.93 including assistance to St Joseph’s Church, Grey Lynn (leadwork maintenance) and St Patricks Cathedral (restoration work) within the Waitematā Local Board area.  $26,677.07 remains for the final round from this fund (which will cease to exist once the new funding policy is implemented for 15/16)

Community Gardens

One of the Board’s priorities is to support community gardens so I was particularly pleased to attend the blessing of Te Māra  (the Grey Lynn Community Garden).   Redevelopment of this garden at St Columba Church under the guidance of a new vicar Brent Swann was made possible with a community grant from the Board

Also during November a new initiative has been launched called Kai Auckland   – a movement for all Aucklanders that offers a cohesive and integrated approach to creating connection and nourishment through food. Groups such as community gardens, food coops and farmers markets are encouraged to register on the site.

Kelmarna Community Gardens

Framework Trust confirmed during November that they are no longer in a position to sub-lease Kelmarna Community gardens. This has been a distressing time for the clients and Framework employees who work at the gardens.  Fortunately Kelmarna Community Gardens Trust has confirmed that they would like to continue with the lease (which is about to be renewed) and are keen to explore options with the Board for continuing the management of the gardens. A meeting has been arranged with the Trustees, relevant Community Development officers and the community portfolio members to discuss options going forward.

    Meeting with Shinagawa Peace Delegation hosted by Cr Cathy Casey (This year marks the 30th anniversary of the Nuclear-free Peaceful City Shinagawa Declaration.  As part of the commemorations, a peace delegation from Shinagawa will be visiting Auckland from the 24th to the 26th November.   The purpose of the visit is to exchange information about peace initiatives that are part of the wider ‘Cities for Peace’ movement, of which Auckland Council became a part in 2011.  The delegation will also meet with the Peace Council and staff members from the Peace Foundation while they are in Auckland.)

Monthly Board report April 2014

Tēnā koutou

In March I started learning beginners te reo Māori at AUT University as part of my professional development on the Board. The free course covering Te Kākano I is held over 10 weeks on Tuesday and Thursday afternoons from 2-4pm. I highly recommend the course.

Old homestead community gardenCommunity Gardens

A Community and Teaching Gardens tour in March organised for community development officers and board members was a great learning opportunity about the different types of gardens, the benefits and challenges and the potential role Council can play in developing and fostering community gardens.

Old School Road community gardenThe Old Station Reserve teaching garden is particularly impressive. This garden is on Council land and was originally set up in 2009 with the support of the then Manukau City Council Parks department.  They have a philosophy of recycling everything and an open door policy for anyone who wants to work and share the produce. The garden is particularly popular with elders of the Chinese community.

Community Grants

The Community Grants Committee meeting was held on 24 March for applications to the third round of funding for the 13/14 year.  The committee is recommending that the Board support applications to a total of $33,254.70.

If the Committee’s recommendations are accepted $28,459.56 remains for the fourth and final round of funding. Applications close on 25 April 2014.

Grafton Gully Cycleway Connections

Grafton Gully cycleway progress March 2014At our March Board meeting I reported on concerns that Auckland Transport and Auckland Council were failing to meet the deadlines for constructing the connections at Beach Road and Upper Queen Street to the Grafton Gully Cycle way that is due to open in September by NZTA.

I am therefore pleased to report that significant progress has been achieved over the last month with efforts to bring the project governance under one structure. In addition:

  • $1m additional City Transformation funding has been allocated to the Beach Road project to ensure quality public realm outcomes, as well as a cycleway.
  • Auckland Transport is working to achieve connections from Grafton Gully to Beach Road by September this year
  • City Transformation have developed a concept design for the urban design and landscape enhancements to Upper Queen Street bridge (funded from a $900k budget) and the team is currently working through a funding agreement with NZTA, who have agreed in principle to contribute $250k to the Auckland Council Upper Queen Street project..

It is very exciting to see the Grafton Gully project progress.

The transport portfolio has long advocated for ATEED, Auckland Transport and Auckland Council to provide bike parking at events. It was therefore great to experience ‘valet’ bike parking at the Pasifika festival. Over the 2 days of the festival the service was heavily used. There is a lot further potential to promote active transport to events during the summer months.

Richmond Road School safety plan

The Richmond Road school community have long been advocating for safety improvements on Richmond Road. During March a parent raised three outstanding major issues:

  •  There has been a notable and significant increase in traffic density on Richmond Road particularly in the mornings, even over the last twelve months. This may be partly due to the high level of renovation in the area around the school at present.
  • Driver distractability and irritability seems to be far greater. It is routine to see cars on Ponsonby and Richmond roads running red lights, texting and talking on phones, and I have personally witnessed a number of occasions when cars have driven across the pedestrian crossings outside Richmond Rd School when the children are putting the stop signs out.
  • The speed of cars is well over the 40kph limit.

The Chair of Auckland Transport, Lester Levy has responded directly to these concerns and promised to undertake a site visit.

In the meantime I have confirmed that the Waitematā Local Board initiated the Richmond Road Safety Plan (of which safety improvements around the school are part) as a result of the school’s advocacy going back over many years and to address the safety concerns along the entire length of Richmond Road. This plan is one of our many advocacy areas to Auckland Transport in our annual agreement (part of the annual plan)

At our March Board meeting Auckland Transport reported that a number of safety improvements are under investigation:

  • Cockburn Street and Chamberlain Streets intersections (about to start)
  • West Lynn shops
  • Countdown/Farro Fresh intersection  (also part of our Greenways project connecting Coxs Bay with Grey Lynn Park)

Peel Street/Richmond Road intersection is also being looked at with a roundabout as a possible option.

We very much want to see a “complete” street approach by Auckland Transport to slow the traffic over the entire length and for works to happen as soon possible with the area around the school prioritised for safety improvements.

Our regular monthly transport update was postponed this month however current issues are reported back monthly by Auckland Transport on our public agenda including the details of the consultation undertaken with the Transport portfolio on behalf of the Board.

Annual Plan hearings

We had a very positive day of annual plan hearings with Cr Darby and Deputy Mayor Penny Hulse joining the Board. One strong theme that emerged is the need for art groups to receive guaranteed annual funding from Auckland Council.

The Local Board Agreement  (budget and activities for 14/15) will be finalised in June as part of the Annual Plan.

Local Board Plan

Community engagement on the Board’s next local board plan has continued in March with stakeholder workshops.

I attended a session for the disability sector led by Christopher Dempsey on 24 March in Parnell. The participants were unanimous in their positive feedback about the value of the session and the Board providing an opportunity to discuss issues of concern to those who are differently abled.

I also led a well-attended session for representatives of the migrant community in Parnell. The discussion was again very positive with many universal themes emerging from the engagement.

The Board was part of an Auckland Council engagement stand at Pasifika on 8 March and further consultation continues in April with resident groups.

The draft local board plan will go out for formal consultation in July 2014.
