Summary

Western Springs Development Plan consultation
A draft park development plan for Western Springs Te Wai Ōrea Lakeside Park has been released for public feedback.
The vision outlined in the draft plan for the park includes improved water quality in the lake and streams, connecting the surrounding areas via paths, and improvements to event infrastructure. The focus of the plan is on improving the existing state of a well-loved park without making major changes.
Consultation is open until 27 August.

Salisbury Reserve consultation

Land purchased to create an entrance way to Salisbury Reserve

12 Argyle Street, Herne Bay was purchased by the former Auckland City Council to improve the entrance to Salisbury Reserve. There are two draft options out for consultation. In both options the pathways into the reserve are improved with additional lawn and trees. The main difference between the options is whether or not to provide car parking on the reserve. We want to ensure the community can consider the best use of valuable green space. The old Masonic Hall on the site will be removed with as much of the building material recycled as possible. For a number of reasons (outlined in a post here) it wasn’t possible to retain the hall, but we have committed to improving the clubrooms that are in the reserve and making them more user friendly (the clubrooms are leased to the Herne Bay Petanque Club, but available to hire). There is $25,000 in the budget for the coming financial year to refurbish the bathrooms on top of other renewal work that has recently taken place.
Consultation on the two options has been extended until 30 August.

Teed Street upgrade celebration

On 18 July we celebrated the Teed Street upgrade with the Newmarket Business Association and local retailers. It was an opportunity to acknowledge everyone who had worked on the project and to bless the new art work commissioned for the upgrade by Ray Haydon. Our Auckland story and more photos here.

New art work in the City Centre

Light Weight O by artist Catherine Griffiths which is hanging between 1925 heritage buildings the Royal Exchange and Administrator House was opened on 1 August. Member Richard Northey gave a speech on behalf of the Local Board.
The work was commissioned as part of the O’Connell St laneway upgrade and was funded through the regional public art budget and city centre targeted rate.

LGNZ conference in Christchurch 15 – 17 July

I attended the annual LGNZ Conference in Christchurch 15 – 17 July as a National Councilmember and local board representative. For the conference I facilitated one of the workshops on Climate Change. I was also one of Auckland Council’s four delegates to the AGM held on 15 July. My conference report back will be tabled at the business meeting on 21 August.

Agrichemical-free parks

A number of parks within the Waitematā Local Board area are going agri-chemical free. The first parks to benefit will be Albert, Western and Myers, with the non-sports sections of Victoria Park also included.

More than $70,000 has been allocated to the initiative, which comes in response to public feedback during the Local Board Plan and Local Board Long-term Plan consultation processes. Our Auckland story with more details here

Waitematā funded or supported projects underway or completed

Parking updates
Thanks to the efforts of the Parnell Business Association and Parnell Community Committee Auckland Transport has agreed to fast track the implementation of the proposed changes. There are still a number of issues to resolve regarding how the current scheme is working for local residents.
In Grey Lynn Auckland Transport is planning on installing signage for the Residential parking zone by December with go live in February or March. However, concerns have been raised with me regarding AT’s proposal to introduce a time restricted parking zone that was not previously been consulted on.

On College Hill following consultation Auckland Transport will now proceed using a graduated rate structure which will charge $1/hour for the first 2 hours and $2/hour for subsequent hours. The rate structure will align with recent changes to on-street parking along Ponsonby Road and while it will have minimal impact on short-term parking utilised by customers and visitors, Auckland Transport expects that it will encourage parking availability.

New network bus changes
On 8 July Auckland Transport launched a new bus network for Auckland’s central suburbs. Most services have changed, including bus routes, route numbers, timetables and some bus stops. In the Waitematā area the changes appear to be working smoothly with a few exceptions. I have received complaints regarding the removal of services from Williamson Ave (this is also subject to a local petition), removal of a service to Herne Bay from downtown and the fact the Westmere service stops just short of the shops. Auckland Transport has advised that there will be review of the New network operations after 6 months.

Chair’s monthly report July 2017

Highlights

We concluded consultation on the draft Local Board plan on 30 June. Our final Information Session was held at the Leys Institute Library on 22 June (Photo right with board members Adriana Christie and Richard Northey)

At our June Board meeting we approved the names to be given to the rooms in the refurbished Ellen Melville Centre: Helen Clark Room, Elizabeth Yates Room, Betty Wark Room, Marilyn Waring Room, and Eleitino (Paddy) Walker Room. Our thanks to National Council of Women – Auckland Branch for selecting the names of these significant women.  The opening date is currently provisionally scheduled for 15 September.

At the meeting we also approved the final Quick Response Round and Accommodation Grants for 2016/17 (link to the minutes of the meeting).  We allocated $14,967.00 utilising ‘Local Discretionary Community Grants’ budget of $11,157.00 and $3810.00 from the ‘Community Response Fund’ budget and allocated Accommodation Grants utilising ‘Community group assistance – Accommodation Grants’ budget of $125,000 and $11,190.00 from the ‘Community Response Fund’ budget.  The minutes of the meeting are on the Council website. On the 30th anniversary of the Nuclear- free New Zealand legislation I spoke at the unveiling of the Pohutukawa for Peace plaque to acknowledge all those who campaigned for nuclear- free NZ in particular my colleague Richard Northey, Chair of the Campaign for Nuclear Disarmament (1970-83) and MP in the Labour government when the legislation was passed.  I also spoke at the launch of the Our Climate Declaration initiative on 18th June (Attachment A)

Provided feedback to Auckland Transport on behalf of the Board on the Victoria Street cycleway, Midtown Bus consultations, AT election sign bylaw review (Refer Auckland Transport monthly report) and made a submission to New Zealand Transport Agency on behalf of the Board on setting speed limits rule (Attachment B)

Wynyard Quarter and Viaduct Harbour safer speed zone introduced (Attachment C). The Board has been a long time advocate for 30km speed limit for the area.

Attended a number of events detailed below.

Took part in the Big Sleep Out 2017 on 6 July raising over $2000 for Lifewise. After the 5.30am wakeup at the event held in the AUT plaza I walked through the city centre to the board office. People were sleeping in doorways all along the way.  It was a reality check about the housing crisis and why Lifewise’s work to tackle homelessness is so essential.

Draft Newmarket Laneways Plan consultation

Osborne St, NewmarketIn 2009 the old Auckland City Council completed an upgrade of Obsborne St and part of Teed St. It set new design standards for the streetscape making it one of the most popular retails areas in Newmarket that has attracted private development like Osborne Lane.

The Waitematā Local Board has been working to continue the upgrade to the surrounding network of “laneways” that connect through to the new University of Auckland campus on Khyber Pass and Station Square. The project has a budget of $4m over the next three years. The Board is currently seeking feedback on the draft Newmarket Laneways Plan. The vision of this plan is to improve the quality of the side streets off Broadway and public spaces, making them safer, more inviting, more interesting and more walkable.

Newmarket consultation2At an open day today it was great to get feedback from locals and visitors who were enthusiastic about the huge potential to improve the streetscape to create a much more inviting retail environment. Parking was mentioned as an issue by many shoppers but this is perhaps because of the lack of visibility of the 9 car parking buildings currently in Newmarket. With such an abundance of off -street parking there is huge potential for what can be achieved by re-prioritising road space to cater for people.

Monthly Board report: December 2012

Rachel Brown, Len Brown and Pippa Coom at the Sustainable City Showcase2012 in Review
This is my last report for 2012. Looking back over the year I think it has been characterised by the significant progress we have made as a Board on our projects and initiatives following an inaugural year of planning and figuring out how the new Super City structure fits together. It has also become noticeable this year that the role of the Board is far better understood by the community. I think we have become the go to people on a huge range of local issues.

Inevitably there have been challenges and frustrations but personally I have found 2012 to be hugely enjoyable and rewarding. I have particularly welcomed all the opportunities to learn from international experts, to meet the people we represent and to fully take part in civic life.   I feel very privileged to represent such a dynamic, interesting and diverse area at the centre of Auckland.

I very much appreciate the skills and passion that officers bring to their role that has enabled local board projects to be advanced and implemented quickly.  We still have lots to do but I think we are fortunate to have a great board team with excellent leadership that will ensure 2013 is a good one.

Transport

A number of meetings were held with Auckland Transport during November. These are covered in the Auckland Transport monthly report and included:

  • the Board’s greenways aspirations and potential locations for AT to fund on-street routes
  • Update on a public bike hire scheme for Auckland
  • Draft Regional Public Transport Plan
  • Location of the bus stop outside Ponsonby Central

Good for business seminar
Good For BusinessIn February this year I asked Auckland Transport to consider bringing international expert Rodney Tolley to Auckland to be the key note speaker at a seminar aimed at our business associations and their members. I would like to thank Auckland Transport for making it happen and their work in organising the “Good for Business” seminar in partnership with the Board that was held on 28 November at the offices of AECOM.
Dr Tolley spoke about the economic benefits of investing in walkability to an audience of over 60 including representatives of business associations from across Auckland

Community Funding
I represented the Board a the Central Joint Funding Committee meeting on 9 November that decided the allocation of grants from the Accommodation Support Fund, Cultural Heritage Fund and Community Group Assistance Fund (round one). These funds are legacy Council funds that following a recent decision by the Regional Development and Operations Committee are going to be rolled over for a further year (2013/14).

Local Government
LGNZ Zone 1 meeting
I attended the Local Government New Zealand Zone 1 meeting in Whangerei on 16 November (at no cost to the Board).
The presentations covered:
–       Alcohol Reform Bill – Charlotte Connell Senior Advisor Ministry of Justice – update on the Bill and what the changes to the supply and sale alcohol regime is likely to mean for TA’s
–       Mayor’s taskforce for jobs, Jan Francis
–       Strategic Plan introduced by Malcolm Alexander, CEO LGNZ
–       TRAFINZ update from Karen Hay
I found Malcolm’s presentation to be particularly interesting because of the energy, leadership and skills he is bringing to local government. The new strategic work plan has specific actions to bring about a brand shift to LG with LGNZ’s aim to be the Strong voice for great local government.
Malcolm intends presenting the LGNZ strategic plan to local board members next year.

Local Government Act 2002 Amendment Bill
I was extremely disappointed that the Government passed the Local Government Act 2002 Amendment Bill on 28 November with the slimmest majority, with no mandate and no evidence what so ever that Councils are operating ineffectively and uneconomically because of the “four well-beings”
I agree with LGNZ’s President, Lawrence Yule assessment that in its drive to have councils move their focus away from the four well-beings, the Government has instead injected uncertainty into the law by increasing the scope for council decisions to be judicially reviewed.As Lawrence said on the day the Bill was passed “The lesson from this legislation is that processes that are not based on facts, principle and constructive dialogue between central and local government do not serve the public well.”

Building a Better Newmarket Seminar
I attended this one day seminar for members of the Newmarket Business Association and was invited to sit on the panel that concluded the day.
At the seminar Westfield New Zealand Director, Justin Lynch outlined plans for a proposed new retail development on the Dominion Motors/Levene Extreme/Farmers site which borders Mortimer Pass and Broadway. In addition to a proposed flagship 9,500 sqm Department store, 95 new specialty stores are planned, along with a six-screen cinema, gymnasium and 1,400 car additional parking spaces. Westfield is waiting for the right market conditions to commence the multi-million dollar complex.

NZTA Senior Urban Design Advisor, Jacque Bell presented on the draft master plan for the area under the Newmarket viaduct which provides for a mix of commercial and office space, active retail frontages, car parking buildings and multi-functional open space. Consultation is currently underway on the plans.

Community empowerment and the strengthening of democracy
During November local board members had the opportunity to attend presentations by two international speakers on the related areas of participatory budgeting and building community capacity.

Giovanni Allegretti, an architect, planner and senior researcher at the Centre for Social Studies at Coimbra University (Portugal) spoke about the benefits of entrusting citizens to decide how to allocate Council budgets in his presentation on participatory budgeting.

The following week Jim Diers, who is internationally recognised for his work with communities, gave his presentation on the Power of Community and how to get people to cherish their government and strengthen citizen participation. He also gave examples of neighbourhood planning process and the value of community driven planning.

The Social Enterprise conference was organised by the CDAC team with the support by the Waitematā Local Board, University of Auckland Business School, Mira Szászy Research Centre, and The Kitchen with the aim of supporting the sector, celebrating best practices and exploring initiatives to support social enterprises.

The conference included Pecha Kucha style presentations from a number of social enterprises based in the Waitemata Local Board area.
