Ponsonby News update from the Waitemata Local Board

I’m fortunate to have a monthly column in Ponsonby News.  It’s an opportunity to give an update on Local Board activities and news.  Here is my August 2017 column celebrating the re-opening of Fukuoka Gardens:

Beautifully crafted Japanese garden blooms again

Fukuoka Friendship Garden was originally opened in the Auckland Zoo in 1989 as a gift to the former Auckland City Council from Fukuoka City, Japan, in recognition of the sister city relationship. It was a well-loved, authentic Japanese garden but hidden behind walls only accessible to those who paid the zoo entry fee.

Following a master planning process by the zoo that identified the site for re-development the Garden was dismantled in 2013.   Many were devastated by the loss of the garden and felt that it was removed in haste without proper consultation.    A Friends of

the Fukuoka Friendship Garden group was quickly established led by Masa Seikawa, Stephanie Hay and Lee Elliot who mobilised support for the speedy reinstatement. Fortunately, former Mayor Len Brown committed Council to funding a new garden at a new location, incorporating items saved from the zoo site, including bonsai trees, paving stones and lanterns.

One of the first people to rally in behind the Friends was Deborah Yates, who was an elected member of the Waitematā Local Board at the time.   Deborah then became a member of the Steering Committee, set up by Council to find a new location, together with member Vernon Tava, Councillors, members of the Friends group, Maori Statutory Board representatives plus council officers. An extensive search across Auckland led to the assessment of nine locations with Western Springs Lakeside Park, on the boundary with the zoo, as the chosen site in Waitematā.

It has now been over three and half years since the loss of the original garden and so it was a great pleasure to attend the opening on 17 July and to celebrate the hard work of the many people involved with re-establishing the Fukuoka Friendship Garden including the original garden designer Professor Kubota.   A large delegation led by Mayor Takashima attended from Fukuoka to strengthen the sister city ties.

The beautifully crafted new garden, which is 2.6 times larger than the original, has a tea pavilion, waterfall and pond and is free to enter during opening hours:  10am-5.30pm (until 6.30pm during daylight saving).

The Waitematā Local Board is responsible for the majority of the ongoing maintenance.  Zoo staff who are experienced in caring for the bonsai will continue to do this.

The small things that count

Through until the end of June, board members were out and about in the community consulting on our draft three-year Local Board plan.  At the information session at Leys Institute Library, a mother attending Story Time with her toddler, informed us that the baby swing in St Marys Reserve was missing.  I’m pleased to report it was replaced almost immediately.

Highlights

We concluded consultation on the draft Local Board plan on 30 June. Our final Information Session was held at the Leys Institute Library on 22 June (Photo right with board members Adriana Christie and Richard Northey)

At our June Board meeting we approved the names to be given to the rooms in the refurbished Ellen Melville Centre: Helen Clark Room, Elizabeth Yates Room, Betty Wark Room, Marilyn Waring Room, and Eleitino (Paddy) Walker Room. Our thanks to National Council of Women – Auckland Branch for selecting the names of these significant women.  The opening date is currently provisionally scheduled for 15 September.

At the meeting we also approved the final Quick Response Round and Accommodation Grants for 2016/17 (link to the minutes of the meeting).  We allocated $14,967.00 utilising ‘Local Discretionary Community Grants’ budget of $11,157.00 and $3810.00 from the ‘Community Response Fund’ budget and allocated Accommodation Grants utilising ‘Community group assistance – Accommodation Grants’ budget of $125,000 and $11,190.00 from the ‘Community Response Fund’ budget.  The minutes of the meeting are on the Council website. On the 30th anniversary of the Nuclear- free New Zealand legislation I spoke at the unveiling of the Pohutukawa for Peace plaque to acknowledge all those who campaigned for nuclear- free NZ in particular my colleague Richard Northey, Chair of the Campaign for Nuclear Disarmament (1970-83) and MP in the Labour government when the legislation was passed.  I also spoke at the launch of the Our Climate Declaration initiative on 18th June (Attachment A)

Provided feedback to Auckland Transport on behalf of the Board on the Victoria Street cycleway, Midtown Bus consultations, AT election sign bylaw review (Refer Auckland Transport monthly report) and made a submission to New Zealand Transport Agency on behalf of the Board on setting speed limits rule (Attachment B)

Wynyard Quarter and Viaduct Harbour safer speed zone introduced (Attachment C). The Board has been a long time advocate for 30km speed limit for the area.

Attended a number of events detailed below.

Took part in the Big Sleep Out 2017 on 6 July raising over $2000 for Lifewise. After the 5.30am wakeup at the event held in the AUT plaza I walked through the city centre to the board office. People were sleeping in doorways all along the way.  It was a reality check about the housing crisis and why Lifewise’s work to tackle homelessness is so essential.

Summary

Opening of the Grey Lynn Greenway
  • Presented to the Finance and Performance Committee on our Local Board priorities for 17/18 as part of the Annual Budget (presentation Attachment A). Approved the Local Board Agreement and work programmes 2017/18 at an extraordinary meeting on 6 June.
  • At our May business meeting we acknowledged the passing on 29 April 2017 of Ken Havill, inspirational and highly respected principal of Ngā Puna o Waiorea Western Springs College for 19 years until 2016, and extended our sincere condolences to Mr Havill’s family and the school community.
  • Opened the Grey Lynn Greenway with Mayor Phil Goff on 2 June (My speech on behalf of the Board and Auckland Transport media release Attachment B). The Grey Lynn pump track informally opened on 24 May.
  • Met with the 254 Ponsonby Road facilitation group and relevant Council officers to progress the community-led design for Ponsonby Park
  • Consultation on the draft Waitematā Local Board Plan got underway on 22 May.  Have your say events held in Parnell, Grey Lynn and at the board office.  Information sessions held at libraries and farmers’ markets.   Consultation closes on 30 June.
  • Followed up a number of transport issues including:
    • Resurfacing on Ponsonby Road between Williamson Ave and Hopetoun Street without any safety improvements
    • Pedestrian safety and footpath clutter at the intersection of Carlton Gore Road and Davies Crescent
    • Leaf collection and maintenance of street trees by Auckland Transport contractors
    • Parking in Arch Hill and rollout of the Ponsonby Residential parking zone
    • Final Grosvenor Street cycleway design removing a large number of car parks and failure by AT to install crossing points along greenway route at the intersection of Grosvenor and Crummer Rd
    • Safety issues with car transporters using bus stops and the flush medium for unloading on Great North Road
    • Parking on the grass in the Domain (enforcement issues are being addressed through the Domain Committee)
  • Provided feedback to Auckland Transport on behalf of the Board on the Pt Chev to Westmere cycle improvements (Refer Auckland Transport monthly report)
  • Traffic calming polka dots installed on Shortland Street (following pedestrian safety concerns raised by the Local Board. Attachment C).
  • Construction got underway on Teed Street,  Nelson Street cycleway stage 2 and continued on the Ponsonby Road Pedestrian Improvement Project (photo right)
  • Community Reference Group established by Auckland Transport to progress the design of the Gladstone Road cycleway.

Chair’s monthly report February 2017

This is my first report for 2017 covering the period 14 December 2016 until 10 February.  I will be reporting each month with updates relevant to my portfolios (Transport and Infrastructure & Environment) and my activities as Board Chair.

Summary

  • Weona Westmere walkway ribbon cutting by Shale Chambers and local Sandra Anderson

    Pollution of the Waitemata Harbour due to the combined wastewater network in the older parts of Auckland is a key issue for the Board.  Over summer the NZ Herald ran a very good series on the topic following the concerns raised about the impact of new development. ( Refer Attachment A for the Auckland Council response and Attachment B for the Board’s resolution regarding the wastewater impact of the Kelmarna Ave development)

  • Attended the Alcohol Hearing Appeal in the matter of 527 Great North Road on behalf of the Board (refer Attachment D)
  • Opening of the Weona-Westmere Walkway and the Spark “The Underpass” basketball court at Victoria Park (photo below)
  • New playground equipment installed at Tirotai Reserve, Westmere (see photo right)
  • Auckland Transport completed public consultation on the Parnell cycleway and residential parking zone and Herne Bay walking and cycling improvements at the end of 2016.  The Board has received a briefing on the feedback analysis and is in the process of finalising the Board’s input
  • Board updates from the Chair in Ponsonby News and The Hobson
  • Waitematā hosted a wide variety events over the summer.  I especially enjoyed all the events on for Auckland anniversary weekend

Getting parking right for Auckland

I’ve just attended the Velo-City 2014 conference in Adelaide.  One of the best speakers was Tim Papandreou, Director of Strategic Planning & Policy at the San Fransico municipal transportation agency.  Tim spoke about the range of strategies his agency is employing to achieve sustainable streets.

One of the most important tools, he says, is parking demand management to create more sustainable streets and promote alternative transport options. In SF they estimated 20% of congestion was caused by drivers looking for parking. The approach they have taken with lots of success  (SF Park) is to provide flexible parking options using smart technology to optimise existing parking resources.

There is a lot to be learnt from SF but their parking management approach is particularly relevant as Auckland Transport starts consultation on the Parking discussion document.  Feed back on the document will determine how future parking is managed in Auckland to cope with continuing growth and competing demands on public space.

St Marys Bay parkingParking discussion document

Parking for cars causes one of the biggest headaches for Aucklanders particularly  in our historic inner city suburbs and  the city centre.   In Freemans Bay commuters are waking up residents from the early hours as they start circling for “free” parking. In Ponsonby residents on narrow streets are frustrated at getting infringement notices for parking on the footpath. In Herne Bay residents are feeling the downside of the successful St Marys Bay resident’s parking zone as commuters get pushed into neighbouring streets.

On the Strip the most frequent complaint is about the lack of parking. There are many more issues around price, availability and how public space on our streets is allocated to parking often to the detriment of other transport priorities.    As further development occurs (with less parking built off-street under the Unitary Plan) and the inner city population increases greater demands are going to be placed on space for parking.

The super city restructuring brought together seven legacy council systems of managing parking which created inequalities across the city and failed to resolve long-standing parking issues. For the first time a comprehensive region wide parking policy review is being undertaken by Auckland Transport. Public consultation is open until the end of June to give feedback on how the key parking issues facing Auckland should be addressed.

For the city fringe the proposed approach  applies “demand responsive pricing” for parking adjacent to businesses (using pricing to create capacity – this is how the new city centre parking zone works), the introduction of resident parking scheme (like that currently trialled in St Marys Bay) with priority given to heritage properties with no off- street parking , and paid parking for residential streets close to business, shopping, leisure or public transport.

On arterials it is proposed to prioritise public transport and cycling ahead of parking. Auckland Transport has suggested this may require replacement parking for businesses at convenient locations (as it is currently planned for Dominion Road).

Feedback on a parking discussion document will shape Auckland Transport’s parking strategy and open up the way for the roll out of resident parking zones. These zones will be a game changer for busy areas like Ponsonby Road and neighbouring suburbs where huge amounts of parking could be freed up from commuters for residents and short term visitors.

The Waitemata Local Board will be providing feedback on the discussion document. Our starting point is for effective parking management to provide residents with access to parking in inner city suburbs and to prioritise parking in town centres to support local businesses and welcome shoppers.  We will be listening to our community’s views before commenting.

There is often a perception that the problem with parking is just that there is not enough. However a look at the overall policy approach shows the current issues are really about poor and inconsistent management of our available resources. We welcome Auckland Transport tackling this challenging and at times emotive topic with community input and look forward to the implementation of solutions as soon as possible.

Draft Ponsonby Road masterplan update

Last year the draft Ponsonby Road Master plan generated a huge amount of interest, lots of creative suggestions for the future development of Auckland’s iconic street and a number of queries about how the plan was coming together. Here is an update on the draft, the process so far and next steps.

The idea for a master plan came out of work started by the Western Bays Community Group building on previous studies, plans and initiatives such as the 40km speed limit.  A working group made up of Waitematā Local Board members, the Ponsonby Business Association, community organisations, stakeholders, and Mana Whenua representatives informed the draft Master plan through a series of workshops. Auckland Council also commissioned a report on Māori heritage values and opportunities to better engage with relevant Iwi for the project area. The working group was assisted by Auckland Council planners, urban designers, heritage advisers, landscape and retail specialists, as well as transportation experts from Auckland Transport.

The working group approach was unique in bringing stakeholders around the table early on in the process and developing a draft from the grassroots up. It was big contribution from a group who volunteered their time.   It meant we learnt a lot along the way, challenged “normal” Council processes but ended up with final draft for consultation reflecting a wide range of views.

The vision put forward in the draft is to develop Ponsonby Road as a vibrant, well connected place for people whilst protecting, enhancing and celebrating its unique heritage, reinforcing its role as a key entertainment and boutique shopping destination and improving the natural environment. The draft identifies specific outcomes to achieve this vision over the next 30 year and is framed around four themes – transport and movement, arts , culture and heritage, the natural environment and open space and land use.

The draft plan includes concepts for shared spaces, pedestrian improvements, cycle lanes, bus stops,  native planting, street furniture designs, art works and the opportunities at 254 Ponsonby Road (the Nosh site currently owned by Auckland Council) to provide for a new open space.

Consultation on the draft took place over an extended period involving pop in sessions, a public meeting and draft concepts on display at the Ponsonby Community Centre.  Almost 300 submissions were received on the draft which is an impressive number for this type of consultation. What was also impressive was the quality of the submissions and the comprehensive, thoughtful responses.

Overall strong themes emerged from the feedback that will inform how the master plan is finalised and what projects should be a prioritised for implementation. A full report of the feedback will be on the Board’s March agenda.   It is likely that  a final of the plan will be ready to be signed off by the Board mid-year.  Updated concepts for the development of 254 Ponsonby Road will be consulted on separately.

Planting bio-corridors on the berms

Spring is here and the grass is growing. Around our neighbourhoods the berms (grass verges) are looking either very shabby or immaculately well kept. This is because from 1 July Auckland Council stopped mowing the grass and the service has been brought into line with the old council areas of North Shore, Waitakere and Manukau (saving ratepayers

around $3m per year). Officially we are now all “responsible” for taking care of the berms adjacent to our properties with some exceptions. The details are on the Auckland Transport website.

Many residents prefer to maintain “their” berms as they can do a much better job than the contractors. It is also an opportunity for neighbourly interactions and to look out for elderly residents. A few years ago Grey Lynn 2030 started a project to create bio- corridors on the berms. We think the new mowing arrangements are a perfect opportunity to revive this project for the benefit of the environment and our community.

The goal is to create a beautiful and diverse urban landscape that supports a rich mix of flora and fauna; where nature is visible and celebrated; with streets where people, plants, birds, bees and insects flourish. By thinking about the berm as a “bio-corridor” we will end up with beautiful streetscapes; a perfect habitat for birds, bees, native invertebrates (such as lizards) and urban insects. Berms that are planted with suitable species support local pollination and bird life, reduce stormwater runoff and soil erosion, improve air quality and reduce greenhouse gas emissions.

If residents start taking responsibility for planting and maintaining the berm outside their own house it is hoped that over time gardens will form a continuous corridor in any street. In the same way as the Franklin Rd Christmas lights, each house will have a different garden but together they will form a congruous whole. The gardens combined will be visually stunning and create a cohesive landscape that is pleasant to walk and play in.

Grey Lynn 2030 encourages you to only plant what you are willing to take responsibility for and to avoid trees and structures. Ideal plants include hardy, low maintenance, flowering perennials and small shrubs. Native plants provide habitat and food for native flora and

fauna. All year round flowering plants are ideal for bees. For example; lavender, hebe, native grasses, pohuehue (muehlenbeckia) manuka, swan plants, wild flowers, borage, nasturtium and comfrey.

If in doubt contact Auckland Transport and stick to the following guidelines for planting on berms:

  • Only low-level planting should be used. This should not impede pedestrians, restrict visibility or create a safety hazard for motorists or cyclists.
  • The planting must not affect the operation of utility services which are often located on the verge.
  • The planting should be maintained regularly.
  • Trees, large boulders, shells and similar, harder landscaping measures should not be used.

While there is some effort involved to start, once established planted berms will be low maintenance and much less work than lawns! We look forward to seeing a whole new urban landscape flourish.
